Review: I have no cost of creation per game, but I would think for marketing reach, activist games for mobile phones would have greater world wide acceptance. College design schools and computers departments, could offer these type games directed by other school departments. Mixing game creation and development from other school departments, could spread the search for economic support for these projects. Also the college that develops the product can become the marketing tool to network it into the market.
