Review: Is the water leaving UUFs meeting water quality standards (the pollutant concentrations that regulators propose as safe)? Will more expensive technology be needed?

Review: It would be nice to see some follow-up pieces on how Phase I cities are addressing the issue. The West Coast cities have been under the EPA rules since the '80s. What are they doing? Costs? Are there really solutions?
