Review: some cities / towns in Alaska have local sales tax that they charge on orders shipped out of state to tourists who legitimately live in other states, like Texas. What is my recourse as a Texas resident?

Review: If a North Carolina resident purchases something for an Alabama resident to avoid AL sales tax, does the NC resident pay sales tax on the purchase?

Review: Can the State of California charge a use tax on an inter-state sale. Doesn't the US Constitution expressely prohibit the taxation of inter-state commerece.
