ocean floor + hanging their flag doesn't convince you? I guess they will drill for oil on/from the ocean floor, yeah right,
where there is no ice cap? Makes sense to melt the ice, right? Maybe so they can construct a few drilling platforms in that nice tropical sunny Arctic weather. Makes you think.

Review: Can't imagine USPTO could allow such nonsense to be patented. The amount of energy needed to control weather patterns would be enormous following the laws of physics. People who could control weather should be awarded a Noble prize instead as that would be a discovery rather than an invention.
Your article of the Russians could be responsible to divert Hurricane Katrina to New Orleans is unbelievable. With modern spy satellites such devices would have been spotted by the US military. Imagine with Google Earth we can view the details of a lot of Earth locations and what sort of details the US military would have compared to Google Earth. Therefore the Russians theory is not possible. This article is a good story to sell magazines!

Review: I'm an earth scientist and have been researching everything I can get my hands on regards 'weather modification' and 'weather engineering' etc. There is a lot of conspiracy theory stuff out there, and unfortunately not much 'real evidence' to back it up. But I did find two legit articles, one in a IEEE journal and the other a company Web site. There are two existing companies having success with electrical based rainmaking in Mexico and Texas, which is well on its way to being a documented step towards "owning the weather."
