'I have received two offers for an interview with "locals given preference" are only for contract work for 6 months to a year. Tax incentives may work if companies are required to make an investment in the area, such as building a factory. But for software development jobs, they just give money to companies that will layoff workers when the incentive dries up.'

Putting the manufacturing plant anywhere will still create jobs no matter what. The competitive tax incentives will be useful for future reinvestments, which would eventually create more jobs. I don't see Jessica Silver-Greenberg take into consideration the complete picture ot the economic stimulus principle.

When the federal government is giving the states stimulus money or grants to make up for a problem they created, it just isn't going to work. Just about everything nowadays is made abroad. Along with all the jobs we've lost in this country by continuing to help out the companies to get MORE AND MORE TAX BREAKS, rather than the individual taxpayer, is doing it all backwards. President Obama had it right when he ran for president saying jobs are created from the bottom up. With people like Ben Bernanke, Fed Chm and a Bush appointee still in office, as well as some of the people that President Bill Clinton had, like Larry Summers, I don't believe you are going to get any direction in solving the problem. The majority of the stimulus will keep going in the wrong direction like it did in the first TARP program. The majority of the money went into the Investment Banks that let their reserves get down to zero because they were operating with TOO FEW REGULATIONS and way TOO MUCH LEVERAGE and those TOXIC DERIVATIVES, which have probably over a dozen different names to confuse people. None of this creates jobs though, only, MORE DEBT. Yours truly, LaVern Isely, AARP Member

To Osom,Which government is it that you think has any ability to service the public? I have whatched our government over the past 45 years try anf fail on almost every program imaginable. Your plan places all power in the hands of a few in DC. That breeds horrible corruption and ill-fated results. You are our enemy.

does any body here think the stimulus program is working? do you realize that of that 700+ billion dollar program, over 50% is tax cuts??? and notice tax cuts were tried to increase employment before? a few years ago, Congress gave a tax break to companies with off shore income, to create jobs. how did that work out? and the last administration was bullish on tax cuts. how did that work out? well, based on government stats for the time period in question, we had the lowest number of jobs added of any time period in 50 or more years. and now, we are back to less jobs than we had in 2000, heading to fewer jobs than in 1999. so do tax cuts add jobs? evidence indicates it doesn't. what adds jobs is demand for goods from consumers (but those are some one employee). so business has been cutting its own throat for almost a decade by eliminating jobs and collapsing incomes of consumers. and then they want a tax cut???

The only way we are going to get out of this problem is with an expansion of government power. We must.:1. Make all private schools illegal. The government, and only the government, should dictate where children go to school and what they learn. At a very very early age children shall be instructed by a teacher who is an employee of the government.2. Create government run day care. The children will not relinquish their individuality to the collective unless we start early.3. Ban guns. Only the government shall have guns, not individual citizens.4. Raise taxes. More economic activity shall be tied to governmental spending decisions, not individual spending decisions.5. Make all private interactions and/or exchanges that are associated with personal healthcare illegal. The government, and only the government, shall provide healthcare

Before discussing this, the US government must revoke the tax breaks and other incentives for outsourcing American jobs. Some are loopholes, but others were intentionally put in place to encourage outsourcing. Next, we should replace the current tax structure with some form of consumption tax (refundable for low income). I'm not a fan of sales taxes, but this is the only way to subject imports and domestic products to the same taxes.

Tax breaks could indeed help create jobs but banks opening up to more small business loans would be of far greater help. The banks cried wolf about their finances (minus BOA)and on top of that got bailed out of any potential debt that might occur from bad loans that even now, might not have yet defaulted. In other words, the banks have pure profit coming out of their ears now and yet they still hold back the money to business owners with stellar credit. I would love to start hiring for the 09 Christmas season, but can't get a business loan or line of credit to consolidate my inventory built using the only options I had, pure cash and high interest credit cards. The added help would allow me to create a viable payroll and I'm almost certain there are many, many small businesses in the same position.
